If you are in the US you can’t get a discount on the Kindle but you do have a chance to buy the Kindle Fire HD 8.9. Both the Wifi and LTE models are on sale with discounts of $30 and $50, respectively.

So can we assume the 8.9″ tablet hasn’t met sales expectations while the 7″ has?
That’s my guess.
A good guess.
But also it is the model most vulnerable to pricing pressure from generic 8inchers. So they may be testing the waters for a future price drop.
…as in “testing for a new price point”.
(Earlier FIRE sales ran $50, not $30…)
